PROJECT DESCRIPTION

The School District’s Office of Capital Programs (OCP) was responsible for identifying and prioritizing capital work within the School District, including maintaining the physical integrity of existing facilities, constructing new buildings, and renovating existing facilities to accommodate the educational needs of the District. The OCP shared responsibility for the long-term upkeep and replacement of critical building systems across 25.6 million square feet, including 494 buildings, annexes, administrative buildings, athletic fields, and other School District offices. The District’s Capital Improvement Program (CIP) priorities included constructing new facilities and additions, renovating existing facilities, performing life-cycle replacements, and maintaining the physical integrity of existing buildings to meet code requirements and educational programming needs.

Under this three-year term contract, SJH was a subconsultant to JMT, providing professional supplemental staffing resources to support the OCP management team on a call-in basis. SJH’s role included supplying OCP with temporary employees, including Assistant Project Managers, to perform professional services for HVAC, plumbing, structural, and electrical work as required. Priorities included new facilities and additions, renovations of existing facilities, life-cycle replacements, and maintaining the physical integrity of existing buildings to meet code requirements and educational programming needs. SJH provided two (2) Assistant Project Managers to support the Project Manager with Construction Management activities at the following schools:

Benjamin Franklin High School Renovations Completion Project, Philadelphia, PA

SJH provided an Assistant Project Manager who reported to the Construction Area Coordinator and performed preconstruction services, procurement support, field oversight and coordination, safety monitoring, and building commissioning. Responsibilities included conducting inspections of buildings and structures for the school district and reviewing construction work in progress. The Assistant Project Manager also maintained records of material quantities for contractor payments, ensured construction activities were coordinated with school operations, provided inspections of materials, methods, and workmanship to verify compliance with plans and specifications, prepared change orders, and handled other duties as necessary.

Lincoln High School and New K-8 Campus, Philadelphia, PA

SJH’s Assistant Project Manager performed construction management and support services for this project, which involved the construction of new athletic fields and stadium renovations. SJH’s Construction Manager assisted the SDP in ensuring that construction was performed in accordance with contract plans and specifications. Responsibilities included developing and submitting daily inspection reports, reviewing contractor payments, assisting the Project Manager with progress meetings, and supporting all other administrative duties. Extensive coordination was required to ensure construction progress without interfering with school operations.
