SJH provided construction inspection services for safety improvements at the Route 130 and Route 47 traffic circle in the Borough of Brooklawn, Camden County. The project involved milling, HMA paving, drainage, curb installation, utility relocations, electrical work, and traffic signal upgrades. The traffic circle contained two lanes with four intersections, as well as entry and exit lanes. Most of the milling and paving work was performed at night. The resurfacing work was completed one lane at a time, with live traffic operating on the adjacent lanes. SJH’s inspector verified that proper transitions were implemented at lane shifts and pavement interfaces prior to opening the lanes to traffic each morning. Steep grade differentials were not permitted. At the drainage inlets, asphalt patches were installed to ensure smooth transitions and prevent vehicle damage.
In addition, sidewalks and curbs were replaced during daytime hours. Utility relocations were coordinated with the respective utility companies. During construction, temporary traffic signals were installed at the circle for traffic control. SJH’s inspector was responsible for ensuring that the construction work complied with the contract documents. He also confirmed that the contractor followed all traffic control stipulations. Daily inspection reports were prepared in accordance with NJDOT guidelines, and the inspector participated in monthly progress meetings. Additionally, he assisted in evaluating payment requisitions submitted by the contractor.
