As the fifth task order under SJH’s Performance of Expert Professional Structural Engineering Services (MBE/WBE) as Requested on a “Call-In” Basis term contract, SJH coordinated with Port Authority materials and performed the in-depth inspection of the decks on four (4) bridges carrying North Avenue over various features in Port Newark, Elizabeth, NJ. Of the four bridges, two (2) are five-span structures and two (2) are four-span structures. The two pairs of bridges carry the Eastbound and Westbound roadways of North Avenue. Inspections were conducted during weekend lane closures of North Avenue. The purpose of the inspections was to quantify, locate, and define the limits of repair work as required. The intent of this assignment was to restore the structures to a state of good repair for at least a ten (10) year period.
SJH developed design and contract documents for the repair of the identified deteriorations including Maintenance and Protection of Traffic (MPT) plans. Repairs included typical spall and crack repairs using High Performance Early Strength concrete. Design documents were developed per PANYNJ standards and guidelines. SJH also developed relevant specifications and a cost estimate for the complete contract document package for the Port Authority to bid the construction contract.
