Design-Build Services for Hall Interlocking Expansion
PROJECT DESCRIPTION

The LIRR Hall Interlocking project included the installation of a new railroad bridge, the extension of the existing LIRR E-Yard over 150th Street and Atlantic Branch Track #1, the installation of two (2) new through-running Main Line tracks at Hall Interlocking, as well as other new track, turnouts, and crossovers. The project also involved modifications to and reconstruction of existing Atlantic Branch retaining and abutment walls flanking E-Yard, various utility infrastructure improvements, state-of-good-repair (“SOGR”) work, and structural modifications (bridge infills) on the Guy R. Brewer Boulevard Bridge to support future track reconfigurations. Additionally, SOGR work was performed on the existing Atlantic Portal tunnel structure east of 150th Street and on the other 150th Street undergrade bridges.

SJH reviewed existing documents along with the RFP plans to confirm and reconcile concept details with field conditions. The team developed comprehensive plans for the project site, including utility relocation, erosion and sediment control, grading, drainage, and civil details. Notably, the work included designing a complex drainage system that incorporated Permeable Low-Density Cellular Concrete (PLDCC) as a fill material—the first time this innovative material was used on an LIRR project.

SJH assisted the design-builder in obtaining the necessary permits, including the Stormwater Pollution Prevention Plan (SWPPP), MS4 acceptance, and SPDES GP-0-15-002 permit. The team also prepared Master Lease agreement documents and plans to clearly define the scope of MTA improvements within the City’s Right-of-Way.
