On Call Commissioning Services for the City of Philadelphia, Philadelphia International Airport
PROJECT DESCRIPTION

Under this On-Call contract, SJH functioned as a subconsultant to JMT to perform field observations for the installation of Air Handling Units (AHUs) at the Philadelphia International Airport. Preliminary screening of employees tasked for the project was conducted as required by the DOA. Primary tasks related to the project included reviewing documents, inspecting equipment, testing, and documentation.

To ensure quality of work, SJH routinely checked and reviewed documents to confirm that the work complied with the specifications. SJH reviewed drawings and construction quality checklists prior to site visits. During site visits, SJH determined if the equipment being used matched what was specified. The team conducted inspections of pumps, pipes, drains, fans, ducts, filters, and communication parts between the AHU and BAS to verify if any elements were damaged or in a state where the components would be unable to perform as anticipated. Any observed differences or defects were brought to the client’s attention as soon as possible.

Once a preliminary inspection of the equipment was complete, SJH observed testing on the units. This testing involved verifying that the AHUs were operational, that recommended safety features were supported and functional, and that the AHUs properly responded to instructions. SJH recorded various parameters (motor speed, voltage, frequency) during testing. If an issue arose during testing, SJH worked with the appropriate entities to resolve the problem and recorded any steps taken. If an issue was not resolved, SJH collaborated with the relevant parties to develop feasible solutions.

Once the on-site observation was complete, SJH compiled both preliminary observations and observations made during testing for the client. If further elaboration was requested, SJH delivered the information as accurately as possible and in a timely manner.
