PROJECT DESCRIPTION

SJH provided value engineering associated with preliminary and final design services for the $41M reconstruction of the Lincoln Avenue Bridge #140.9 (NJDOT #1100055) carrying Lincoln Avenue (CR626) over the Northeast Corridor Rail Line, an inactive rail yard and Assunpink Creek. The structure, which was built in 1931 and reconstructed in 1965, was rated ‘serious’, or 3 on a 0 to 9 scale, with 9 being excellent condition and 0 being failed condition/closed facility. In accordance with 23 CFR Part 627, SJH provided a Value Engineering Session that involved pre-study activities, and information, functional analysis, evaluation, development, and presentation phases. SJH assembled a team of Subject Matter Experts to develop an alternative with corresponding concept level cost estimates, which was presented to the County.

This FHWA reviewed project involves complete replacement of the structure to extend the life of the bridge, correct deficiencies, and meet current design requirements; steel multi-girders (structure depth of 51” and maximum girder spacing of 7’), revising the vertical profile and pier locations to provide the required horizontal and vertical clearance over the railroad tracks; standard 12-foot wide lanes, 8-foot wide shoulders, which can be used by bicyclists and as a standard bicycle lane, and 6-foot wide sidewalks for pedestrians, architectural treatments, such as stone facing, veneer or form liners; galvanized and powder coated steel; aesthetic parapet or railing treatments; colored concrete; and decorative lighting. Sidewalk will meet ADA compliance standards.
