The assignment involved assessing the field conditions at the various MTA TBTA Facility locations to install equipment to implement a Congestion Pricing System in New York City. SJH provided as-needed support to the HDR team on this assignment. SJH’s engineers performed existing condition documentation by conducting site visits at potential congestion pricing locations (CP location) to identify existing site conditions. Field work limits covered one block north and south, or east and west in the direction of travel from CP location. We documented existing conditions by taking photos and entering field notes on a Geographic Information System (“GIS”) database using Field Collector Application. Field data collection was performed from sidewalks or adjacent pedestrian walkways. Lane closures and MPT were not required. For locations on roadways without sidewalks (Bridge/Tunnel Approaches, FDR, HHP, etc.), we supplemented field data collection with records research and GIS data. The site investigations involved confirming the features on the as-built plans and updating drawings with the collected field information. In the field, our inspectors noted the overhead and underground utilities, roadway and sidewalk widths, curbs, ADA ramp locations, light poles, other sign structures, and any other physical features that would need to be noted. The collected information was used to update drawings. SJH provided CADD support to update the drawings and participated in the preparation of concept level plans for the Congestion Pricing Implementation Plan. SJH also provided utility record research by obtaining all private and public utility information, all vault information from NYCDOB, and all vault/tunnel/subway information from NYCT, LIRR and MNR for each CP location. We participated in converting utility data to Geographic Information System (“GIS”) database or dataset.
