The Delaware River Joint Toll Bridge Commission selected TransCore to develop and maintain a next-generation electronic toll collection (ETC) system, replacing and upgrading the agency’s existing tolling infrastructure with TransCore’s Infinity Digital Lane System. The $24.9 million Design-Build contract involved the installation of electronic tolling equipment at the Commission’s facilities. As construction activities required coordination among several trades at various locations, TransCore engaged SJH to develop Health and Safety Plans (HASP), Site-Specific Safety and Health Program (SSSHP), and Job Hazard Analysis (JHA) manuals for seven of the existing sites included in the contract. SJH’s Site Safety team visited each of the Delaware Crossing electronic tolling facility locations, reviewed the contractor’s proposed methods of operation, evaluated the risks and safety conditions at each site, and developed corresponding Safety Manuals. SJH also analyzed the various trades involved in the contract and prepared manuals tailored to the specific tasks and hazards of each trade. These comprehensive documents were prepared in compliance with all applicable OSHA regulations and DRJTBC guidelines. The Commission reviewed and approved the submitted safety documents.
