SJH holds a GSA Schedule contract to provide customer agencies with construction managers as its principal agent to advise on or manage the process. The Construction Manager assumes the position of professional adviser or extension of staff to the customer agency. The construction management approach utilizes SJH’s construction, design and management expertise to temporarily expand their customer agency’s capabilities, so that they can successfully accomplish a program or project. SJH has provided multiple concurrent tasks under this contract.

Fredericksburg & Spotsylvania National Military Park Pavement Improvements & Pedestrian Access, VA. Under contract with National Park Service, SJH is providing a CMR for pavement preservation treatment for Route 010, Lee Drive and a safe pedestrian access to Coolidge Monument at Lafayette Boulevard traffic circle and North Lee Drive.

Boiler Replacement at Federal Building, Upstate, NY. Under contract with GSA Public Building Services, Upstate New York Service Center, SJH provided a CQM to serve as the on-site representative and reported information regarding the construction and coordination activities for a boiler replacement. Coordinated and lead weekly job site meetings with GSA Project Manager, Contracting Officer, General Contractor, key subcontractors, US Courts, and interested parties.

Wertheim, Seatuck National Wildlife Refuges, and Lido Beach Wildlife Management Area, NY. Under contract with the U.S. Department of Fish and Wildlife, these simultaneous task orders involved enhancing and restoring degraded estuarine-salt marsh habitats at all three sites where the marshes were degraded. Combined, these sites protect more than 500 acres of southern Long Island coastal habitats. SJH oversaw the replacement of an under-sized perched metal pipe culvert running under a refuge service road with a larger open bottom-arch culvert and construct a series of step-pools to raise the water level along the railroad embankment to eliminate a second physical barrier presented by a perched culvert under the railroad.

John Heinz Elevated Boardwalk and Observation Deck, Philadelphia, PA. Under contract with the U.S. Department of Fish and Wildlife, SJH provided inspection services for the construction of elevated boardwalks and observation platforms with helical piers meeting design load requirements, with special environmental concerns for the sensitive freshwater and tidal wetland areas. The installation of gravel trail, benches, framing, decking, railing, steps, and roof structures were also inspected. Strict compliance with Army Corps of Engineers, Pennsylvania DEP, SHPO, EPA, and OSHA regulations were maintained.

Barnegat Light Pier Inspections and Evaluations, Barnegat, NJ. Under contract with the United States Coast Guard, the SJH team inspected, performed a structural analysis, and produced a report with the findings of the evaluation and recommendations for repair of the haul out finger piers to support a boat lift. After the recommended repairs were complete, SJH was awarded a subsequent contract to inspect, evaluate and certify the repairs.

CM Services for Pavement Rehabilitation, Pike County PA SJH provided road Inspector to monitor all paving operations including mill and overlay and placement of Hot mix asphalt (HMA). Checked subbase preparation operations to ensure grading and compaction is complete and that the subbase is ready for asphalt to be placed. Directed the contractor to prepare large areas before paving is allowed to proceed. Checked the temperature of the asphalt with an infra-red temperature gun, visually checks the mix for segregation or other potential problems (such as contamination with foreign material), checks the preparation of subsurface, and verifies that the trucks transporting the HMA are clean. Coordinated the sampling collection and testing coordination with the approved laboratory. Verified that traffic control during construction is as per the contract drawings and follows the appropriate MUTCD standards and guideline.
